Government Shutdown in the United States of America
In the Unites State of America, a government shutdown is only deemed necessary when the congress to pass appropriate bills or when the president refuses to sign the bills. Then if this happens, the anti-deficiency Act requires the Federal Government to shutdown the affected activities. During a government shutdown, there is usually an increase in cost of most services to the government and disturbance of government services. For example, the shutdown that happened in 2013 lead to a loss of about $24 billion out of the economy.
The recent and second shutdown of the united state economy occurred in 2018, it started in December 22nd, 2018 and extended to January 2019. This happened because, president Donald Trump and the State congress were unable to agree on the timely appropriation of funds for 2019 fiscal year causing a relapse in funding and nine departments and affecting about one-fourth of government activities and workers are been affected, some even missing check. At as now, democrats do not see anything wrong in forcing Trump to end the shutdown. In a meeting with the congress leaders, Trump walked out.
Quinnipiac University discovered in a survey that about 56% of voters says the president is to be blamed for this while just 36 blame the democrat for the shutdown. While in a CNN poll, 32% blame the democrats while the rest have the president to blame. With most people having the president to blame for this and surveys pointing fingers at the president, President Trump is now trying to shift the blame to the democrat, this can be seen in his Monday where he argued Pelosi and Senate Minority Leader Chuck Schumer "can end the shutdown in 15 minutes," contending the closure "has become their, and the Democrats, fault!"
Pelosi responded by saying "it's time for you to stop standing in the way of re-opening the government." She again called on the president to urge the Senate to approve House-passed bills to end the shutdown, which Trump has threatened to veto. Pelosi included a video from a December meeting in which the president told Schumer he would be "proud to shut down the government for border security" and "take the mantle" if funding lapsed. As this is happening, Trump supporter also believe that he should not give ground. And about 52% who are backing the project still insist the president to demand for money even if the shutdown continues and the president has also shown no sign of giving up on his demand.
President Trump also made it clear that he has the right to use emergency powers to fund the wall but he would not and majority of voters also opposed the use of emergency powers.
The decided on to invite the democrat for a meeting was made even though the white house was skeptical about them honoring the invitation. The democrats were also encouraged by the California democratic leader that they should emphasize on the re-opening of the government first then negotiation can come after.
